Annex C: Glossary

All definitions from Utah Code § 63A-20-201, with technical annotations where applicable. Definitions are listed in the order they appear in the statute.

Cross-context correlation

The ability of a person to link, associate, or infer that the presentation of a SEDI originating with the same or another person relates to the same individual

Covers cryptographic linkability (shared identifiers), statistical linkability (rare attribute combinations), and behavioral linkability (timing patterns). See SEDI-SDI-03, SEDI-PRV-01.

Data privacy ombudsperson

The data privacy ombudsperson created in Utah Code § 63A-19-501

Receives SEDI-related complaints; may refer to attorney general. See Chapter 12.

Digital guardian

A person authorized to act in the best interest and on behalf of another individual. Includes: designated representative, custodial parent, legal guardian of minor, legal guardian of incapacitated person.

Requires delegation mechanism in credential system. See SEDI-WAL-09, SEDI-VER-05, SEDI-RPY-05.

Digital identity

An electronic record that an individual may use to assert identity or attributes, and can be mathematically verified. Excludes shared-secret auth (passwords, PINs, OTPs).

Mandates public-key cryptography. See SEDI-CRY-01.

Digital wallet

Application, hardware device, software, or service that securely stores, organizes, and manages a state digital identity

Platform-neutral; may be mobile app, hardware token, or other form factor.

Digital wallet provider

Person that creates, develops, maintains, supports, and makes available a digital wallet for a state digital identity

Subject to Part 4 requirements. See Chapter 7.

Governmental entity

Same as defined in Utah Code § 63A-19-101

Subject to Part 3 acceptance requirements. See Chapter 10.

Health care provider

Same as defined in Utah Code § 78B-3-403

Holder

Individual whose attributes are in the SEDI, or a digital guardian managing/presenting on behalf

The sovereign actor in the ecosystem.

Identity

Qualities, features, or characteristics that identify or distinguish an individual

Broader than "identity attribute"; encompasses the whole person.

Identity attribute

A specific quality, characteristic, fact, or information related to an individual's identity

The unit of selective disclosure.

Identity proofing

Process of collecting, validating, and verifying information about an individual to establish confidence in claimed identity

Identity proofing entity

Entity authorized by the department to conduct identity proofing for SEDI issuance

Third-party proofing is permitted. See SEDI-IDP-11.

A presentation that does not involve the internet

Constrains protocol to local/proximity only. See SEDI-SDI-06.

A presentation that utilizes the internet or other computer network

Enables remote verification. See SEDI-SDI-06.

Individual with parent-child relationship per Utah Code § 81-5-201

May serve as digital guardian.

Individual, corporation, organization, association, governmental entity, or other legal entity

Broad definition encompassing all entity types.

Personal digital identifier

Identifier that is: unique, created by/at direction of individual, mathematically provable under holder's control, transportable

Effectively defines a self-sovereign cryptographic key pair. See SEDI-CRY-02.

Physical identity

Physical record for asserting identity, issued by governmental entity, equivalent in another state, federal government, or another country

The alternative to digital identity; must remain available.

Presentation

Disclosure of identity attributes from SEDI to verifier or relying party

The core transaction in the ecosystem.

Process

Any operation or set of operations performed on identity attributes

Broad; covers collection, storage, computation, transmission, deletion.

Device capable of securely storing, presenting, or displaying SEDI, including physical tokens and accessible devices

Not limited to smartphones.

State digital identity

A SEDI, or an electronic license/ID per Utah Code § 53-3-235

Umbrella term covering both SEDI and existing digital driver's licenses.

State-endorsed digital identity

Individual's digital identity that includes a personal digital identifier and has been issued by the department

The specific credential defined by this chapter.

Verifier

Person that mathematically verifies a state digital identity to evaluate authenticity and integrity

Performs cryptographic verification. See Chapter 8.
